Supporting employment through public procurement

As part of the procurement it wins, the service provider undertakes to employ 2% of the value of the procurement’s labor share during the contract period. To meet the condition, the service provider must employ a person:

whose municipality of residence at the time of employment/at the time of starting work/at the time of concluding the employment relationship is Kuopio and

• who has been an unemployed job seeker for the previous 12 months or
• who has been an unemployed job seeker for at least 12 months during the previous 16 months or
• who is under 25 years of age and has been an unemployed job seeker for more than 6 months or
• who is over 55 years of age or
• who has immigrated to the country or
• who is partially able to work Employment can be made for any position in the company or subcontractor specified in the contract or
• a specific work item and/or position can be specified.

For employment, it can also be determined whether the employment obligation jobs are included in the service dimensioning of the procurement or whether the jobs are added to the service dimensioning.

How is the condition fulfilled?

You can fulfill the condition yourself, by employing job seekers from the target group in accordance with the agreement, or contact the Kuopio Employment Service.

The Kuopio Employment Service will help you with recruitment and public wage subsidies if you wish.

• Support for identifying candidates (report open positions on the job card)
• Advice on monitoring the employment condition

When the employment condition has been fulfilled, i.e. 2% of the procurement value has been spent on employing the target group, this is verified with the Employment Relationship Verification Form.
