Kuopio support

The Kuopio Employment Service budget has allocated an allocation of 275,000 euros for the piloting of the Kuopio support for 2026.

The following criteria have been defined for the Kuopio support:

The Kuopio support is paid to a third sector operator for hiring a structurally unemployed person from Kuopio
The Kuopio support is primarily targeted at persons who have received unemployment benefits for more than 400 days
The Kuopio support is paid at a rate of 1,000 euros per month for a maximum of 12 months
The monthly salary paid to the employee must be at least 930 euros
The Kuopio support is paid only once for the same person
The Kuopio support is paid to one operator for a maximum of 5 people per year

The budget allocation can be used to employ approximately 22 people, for a maximum employment relationship of 12 months. Support is granted in the order of application within the budget. The time from application to decision is approximately 2 weeks. We will inform you if there is a backlog in processing. Overlapping employment subsidies are not granted (e.g. Kuopio support and wage subsidy), and there cannot be layoffs from the same positions within 4-6 months, depending on the length of the employment relationship.

Finding an employee

You can hire an employee directly through your networks. Before submitting an application, make sure that the employee belongs to the target group of the support (Kuopio support from the contact persons below).
If you wish (e.g. no employer is known), you can submit an advertisement for the job to the Job Market electronically as a wage subsidy job, in which case it will be visible to the employees of the Kuopio Employment Service. Write the job/job description you are looking for in the subject line: “KUOPIO-LISÄ” and the job title you are looking for. Applying

Before signing an employment contract, a decision on the Kuopio support must be applied for through the City of Kuopio’s e-service by filling out the Kuopio support application.

The application process takes approximately 2 weeks (we will inform you about temporary congestion on a case-by-case basis). After the approved decision, you can enter into an employment contract and start working. The support is applied for retroactively in the e-service against a salary certificate. The employer can follow the case processing in the city’s e-service.

Amount

1000€/month
The salary paid to the employee must be at least 930€/month and in accordance with the collective agreement.
The support can be received for a maximum period of 12 months (the length of the support is determined by the period of time that the unemployed job seeker meets the employment condition).

Note! Granting support for 2027 is conditional, depending on the appropriations for the year in question. This should be taken into account when registering the employment contract
The employment contract can be part-time or full-time
The salary must be in accordance with the collective agreement
The employment contract may not begin before an approved decision on the Kuopio support has been made

Additional terms and conditions for the employer

No tax debt or approved payment plan for tax debt
No overlapping support from the city for hiring the same person (e.g. wage subsidy)
No people laid off from the same positions
